Is The Walking Dead spinoff a prequel series?

With a lot of talk floating around right now about the Walking Dead spin-off series, a new rumour has appeared online that could actually make it an interesting concept…

The show, tipped to be called Cobalt and to be set in  LA (here), has until now been assumed to run alongside the current series, but it may be a prequel or at least have prequel elements to it.

The Hollywood Reporter are saying that they “believe that the show will be set in Los Angeles, and will cover the dawn of the zombie apocalypse.”

‘An early script features one character who briefly appeared during a key season one episode,’ they continue.

So, any ideas who this may be? The CDC may be a factor, perhaps? Anyway, would you guys be interested in a series set before or at least focusing on in part, the world before the dead rising?
